This is the single most valuable check on an Oklahoma file and the one most often skipped, because it is invisible unless you go looking.
What a targeted area actually changes
OHFA designates certain census tracts as targeted areas — places with slower economic growth or lower homeownership. Buying in one changes two separate rules at the same time:
- The income limit goes up. Materially, not marginally.
- GOLD stops requiring a first-time buyer. A repeat buyer can use bond money there.
Either one alone can decide a file. Together they can turn an application that fails into one that comfortably clears.

A household at $101,640 in Oklahoma County is over the non-targeted ceiling and under the targeted one. Same buyer, same income, same lender — the answer depends entirely on which tract the house sits in.
★ Why the postcode will not tell you
Designation is at census tract level. Tracts are smaller than towns and much smaller than counties, so a single ZIP code routinely contains both targeted and non-targeted ground. Two houses on the same street can fall either side of a line.
This is why "is my county targeted?" is the wrong question and "is this address targeted?" is the right one. Send us the address and we will check it against OHFA's current designation before you write an offer.
