Occupancy is the real rule
The home has to be your primary residence and you have to live in it. That is the rule with teeth, and it applies on both GOLD and DREAM.

★ Oklahoma is more USDA-eligible than people assume
USDA eligibility covers a large share of Oklahoma — the ineligible zones are essentially the Oklahoma City and Tulsa metro cores. Outside those, a USDA first mortgage with OHFA assistance on top is one of the strongest combinations available in this state: no down payment required by the first, and the 3.5% covering closing costs.

The transfer tax, and who pays it
Oklahoma charges a documentary stamp tax of $1.50 per $1,000 of consideration — 0.15% — under 68 O.S. §§ 3201–3206. It is customarily paid by the seller.
Customarily is not the same as always. It is a term of the contract, and on a $250,000 purchase the amount is $375 — small enough that it is rarely argued over and large enough to notice if it lands on you unexpectedly. Check which side it sits on in your contract.
Property type follows the first mortgage
