Why this specific thing slips
Every other OHFA requirement is a fact about you that is already true or already false. Your income is what it is. Your score is what it is. The house is where it is.
Education is the one requirement that has to happen, in time, in sequence — register, complete, receive the certificate. It depends on course availability and on you finding the hours. That is why it is the one that holds up closings.
When to start
When you start looking, not when you go under contract.
By the time an offer is accepted you are usually working to a 30-day clock with an appraisal, underwriting and a closing date already set. Dropping a course requirement into that window is how a file ends up asking for an extension over something that could have been finished weeks earlier.
There is no downside to completing it early. The certificate does not expire on a timescale that will catch you out, and the content is more useful before you are choosing a house than after.

Budgeting, credit, the mechanics of the mortgage process, what closing involves, and what maintaining a home costs after you own it. For a first-time buyer most of it is genuinely useful; for a repeat buyer using DREAM it is largely familiar, and still required.
