More Oklahoma buyers disqualify themselves on this than are actually disqualified by it, because the rule has two exits and most pages mention neither.
The rule, and where it applies
GOLD is tax-exempt mortgage revenue bond financing, and federal bond rules attach a first-time buyer requirement to that money. DREAM is not bond-financed and carries no such requirement.
So the question is never "am I a first-time buyer in Oklahoma" in the abstract. It is "does the programme I need require it, and does an exception apply."

The cases that come up
- You own a rental but have always rented where you live. You are not a first-time buyer, but DREAM covers you so long as the OHFA loan buys your primary residence.
- You inherited a property. Same answer — DREAM permits owning another property.
- You owned a home years ago and sold it. Worth checking the three-year test against your actual dates before assuming either way.
- You are keeping a house in another state during a move. DREAM, provided Oklahoma is where you will live.
