A number this round invites people to treat it as the whole test. It is the first gate of several, and not usually the one that decides the file.
640, and what it governs
OHFA's published minimum is 640 across its programmes. Below it, the assistance is not available. At or above it, you are eligible to be considered — which is a different statement from approved.
What a credit score does not capture, and what still gets examined: how recent any derogatory history is, whether collections are open or settled, how long your accounts have been established, and how the rest of your file reads alongside it.
★ There are two sets of rules, not one
This is the part that surprises people. OHFA assistance is not a mortgage on its own — it is a second that rides on a first. So two rulebooks apply at once:

You have to clear both. A file can meet every OHFA rule and still fail on the first mortgage, or the reverse. When someone is declined for "down payment assistance," it is more often the first mortgage that could not be made to work.
Why we publish no ratio caps
Because there is no single answer. The debt-to-income limit that governs your file comes from whichever first mortgage you use, and those differ materially — FHA, VA, USDA and conventional all treat ratios, residual income and compensating factors differently.

What assistance does and does not solve
The 3.5% addresses the cash you need at closing. It does not change your monthly payment, because the second carries no payment, and it does not change what you can afford to carry.
★ That distinction matters in Oklahoma specifically, where the barrier for most buyers genuinely is the cash at closing rather than the payment. Assistance is well targeted at the actual problem here — but a payment that was already a stretch is still a stretch afterwards.

It is worth asking what is holding the score down before assuming the answer is no. A single open collection, a reporting error or a high balance on one card can account for the gap, and those are often fixable in weeks rather than years. We would rather look at the file than guess from a number.
